Coverage is measured against the instruments we have declared, and each page lists the ones still unread by name. A register that only shows what it found tells you nothing about what it missed — so ours shows both.

Instrument, clause, date, source — or the record does not go in.
Primary sources only — legislation.gov.uk, the FCA Handbook, EUR-Lex, HSE, the SRA.
“Searched and found nothing” is recorded too — it is a different fact from “did not search”.
